She'd not know about paper as it wouldn't survive being underwater long, let alone be useful for writing there. Yeah, yeah, Ursula had a contract, but we have no idea what it was made out of. Really, they all used English for ease of getting the point across to the viewer. Think like in Pocahontas how the Englishmen and the natives spoke English, up until Pocahontas and John Smith encounter each other, and suddenly there's a language barrier. (Although, personally, I would have been okay reading subtitles for the natives. At least Disney gave viewers some credit for Atlantis. Plenty of subtitles!)
It's probably just as well Ariel kept mute for a while, as she learned the customs of the humans. She already acted in strange ways, I would think everyone would see her as mad if she had been able to speak from the start. ;)
