The first canon Shaggy/Velma story wasn't Mystery Incorporated after all!!
This DC Comic is from 1998 and features a story that has surprisingly overt Shaggy/Velma hints. And, believe it or not, it introduces a romantic conflict between them without turning either of them (or Scooby) into OOC jerks!
It's not perfect; but I'm just happy to know that the-show-that-shall-not-be-named was NOT the first time these two were canonized as potential romantic interests.
